From the 6th Annual Shorty Awards Best Brand on Twitter

Managing a Twitter account for a brand is a 24/7 job that requires creativity, brevity, tact, and exemplary skills at community management. This award honors brands that have used Twitter most effectively to promote, enhance or otherwise endear their brand to the Twitter audience.
