The Broward County Supervisor of Elections Office is a government agency in Florida, USA, whose leader and staff are dedicated to finding innovative and engaging ways to inform and educate voters about the electoral process in a culturally conscious manner. The Broward County Supervisor of Elections (BCSOE), responsible for overseeing elections in the county, collaborated with We Are Más (a culturally sensitive, multilingual, and intercultural agency) to develop a voter education campaign tailored to Broward County’s diverse communities.
During the 2024 Presidential election cycle, the campaign aimed to educate Broward voters about the various methods of voting and ensure that critical election information was effectively communicated to all eligible registered voters in English, Spanish, and Haitian Creole. This vision inspired the creation of caricatures as a charismatic and engaging way to convey essential election information, culminating in the development of the Election Superheroes also knows as "the Supervoters."
Following multiple collaborative meetings and brainstorming sessions between the BCSOE, his team, and We Are Más, the use of culturally relatable caricatures was proposed to educate Broward County’s multilingual electorate. This educational campaign focused on three of the most frequently asked topics during the 2024 election cycle: Voting by Mail, Three Ways to Vote, and Voting on Election Day.
Voting by Mail
The first video created, Voting by Mail, featured caricatures depicting voters of different ethnicities and ages discussing how easy and convenient it is to vote by mail from the comfort of their homes. All caricature voices are Broward voters and the voices in Spanish had different accents that are part of the Hispanic/Latino demographics of the county. The accents included were Cuban, Colombia, Venezuelan and Peruvian.
Three Ways to Vote
The second video focused on the Three Ways to Vote. In these 30 and 60 second videos, the team continued using the caricature concept while introducing a new idea: superheroes known as “the Supervoters.” These characters: Electoman and Miss Democracy represented extraordinary citizens who participated in every election whether by mail, early voting, or on Election Day and are dedicated to keeping voters informed about the different voting options. The social media team wanted the introduction of the Supervoters to be through the figure responsible for overseeing the electoral process in Broward County, so a caricature of the Supervisor of Elections was created.
Voting on Election Day
The third video focused on Voting on Election Day. This final video aimed to give one last push to encourage constituents to vote in person on election day. Both the Supervoters and BCSOE caricatures were featured. The Supervoters were shown standing in line or voting in a booth, demonstrating what to expect when voting on Election Day, while the BCSOE provided information on polling locations and voting hours.
Video Production and Multilingual Outreach
Creative and energetic video concepts were developed to present each election topic in a way that would resonate with and engage the public. Scripts were initially written in English, then translated into Spanish and Haitian Creole, with each version thoroughly reviewed for linguistic and cultural accuracy.
Voice recordings were produced in all three languages, featuring participation from the Supervisor of Elections who did all three voices with a team of multilingual experts from We Are Más and the SOE staff who represented the different communities’ languages. Animated videos were created by the production team from We Are Más and finalized after multiple rounds of feedback and refinement.
Once completed, the videos were distributed across the Supervisor of Elections’ digital social media accounts on Facebook, YouTube, and Instagram platforms. Audio versions were shared via radio, and videos were also disseminated through local community forums such as WhatsApp and shared with third-party organizations representing Hispanic and Haitian Creole communities. They were also distributed in two of the most prominent Hispanic TV stations (Univision and Telemundo). The impressions and engagement generated by this campaign exceeded those of any previous multicultural outreach effort by the office.
The Election Superheroes "the Supervoters" campaign successfully blended creativity, cultural sensitivity, and technology to educate and empower voters across Broward County. Through animation, multilingual content, and targeted community outreach, the Supervisor of Elections helped promote deeper understanding and increased participation in the democratic process (see BCSOE 2024 Case Study below). This initiative stands as a model of how innovation can drive civic engagement. This multilingual effort attracted the interest of the Information Futures Lab at Brown University’s School of Public Health which will research how the content created by Broward SOE and We Are Más connects with communities as new creative materials are developed for the 2026 election cycle.
